Economic Incentives

Leesburg works closely with local and state agencies to leverage economic development incentives for qualified businesses. The city also provides a variety of incentives from impact fee waivers and fast-track permitting to tax abatement and a foreign trade zone. Impact fee waivers

In October the city will consider an expansion of waivers for municipal impact fees through March of 2015. Waivers will provide significant savings for development of vacant property and redevelopment of existing structures.

Leesburg Impact Fee Deferral Program

This existing program allows businesses to defer the sewer and water impact fees over a five year period. The number of jobs created, the wages paid and other program requirements determine eligibility.

Leesburg Enterprise Zone

The Florida Enterprise Zone Program offers a number of tax incentives to businesses located within geographic-designated areas. Leesburg has a Enterprise Zone that offers incentives to help facilitate the growth and redevelopment of businesses, while also creating additional educational opportunities for residents within the zone. For additional information.

Foreign Trade Zone

The FTZ program encourages U.S.-based operations by removing certain disincentives associated with manufacturing in the United States. The duty on a product manufactured abroad and imported into the U.S. is paid at the rate of the finished product rather than that of the individual parts, materials or components of the product. A U.S.-based company finds itself at a disadvantage to its foreign competitor when it must pay a higher rate on imported parts, materials or components. The FTZ program corrects this imbalance by treating a product made in a U.S. foreign-trade zone, for purposes of tariff assessment, as if it were produced abroad. For additional information. 

HUB Zone Program Designation 

The program’s benefits for HUBZone-certified companies include: 

  • Competitive and sole source contracting 
  • 10% price evaluation preference in full and open contract competitions, as well as subcontracting opportunities. 
The federal government has a goal of awarding 3% of all dollars for federal prime contracts to HUBZone-certified small business concerns. 

CDBG Infrastructure Grants

The Florida Department of Economic Opportunity administers the Community Development Block Grant (CDBG) Program. The CDBG program currently provides up to $750,000 per project for infrastructure to new or expanding businesses.

Leesburg Job Growth Incentive Fund (JGI)

The program provides cash awards (up to $500 per job) for creation of jobs paying a minimum of 110 percent of the County average annual wage (AAN).  

Leesburg Business and Sign Grants

The city provides matching grants for businesses along U.S. Highways 27 and 41 to improve landscaping and exterior signs. For more information, contact Community Development at (352) 728-9760.
