Subject: City of Leesburg Phase II Historic Structure Survey
Staff Recommendation:

recommends adoption of City of Leesburg Phase II Historic Structure Survey.
Analysis:
The City of Leesburg was awarded matching grant-in-aid assistance in the amount of $20,000 from the State Division of Historical Resources in August 2005 for the Phase II Historic Structure Survey.
The City contracted with GAI
Consultants, Inc. in September 2005 to the conduct
the survey in which the purpose was to identify and document the architectural
resources in the Phase II Survey Area of the City, and to evaluate resources
for individual eligibility and eligibility as contributors to one or more
potential historic districts, for both local designation and National Register
of Historic Places (NRHP) eligibility. Florida Master Site File Forms were
completed for 416 architectural resources.
The information contained in this attached
document is a great resource for continued local historic preservation efforts, as was
the first historic survey completed in 1994, which was instrumental in forming the
Downtown Historic District in May 2003.
Your acceptance and adoption of the Survey’s findings will complete the project.
Options:
1. Adopt the City of Leesburg Phase II Historic Structure Survey.
2. Such alternative action as the Commission may deem appropriate.
Fiscal Impact
On April 29, 2004, the Historic Preservation Board
recommended that funds be set aside for an update to the existing survey. The
City has budgeted $15,000 for the completion of the Phase II historic survey,
in addition to in-kind services in the amount of $5,000. The grant-in-aid will
provide an equal match for this amount for a total project cost of $40,000. This
money was budgeted in account 001-6151-515.31-10
There are no additional financial impacts, the survey was completed with funding from the City and from the grant-in-aid from the State.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA, ADOPTING THE CITY OF LEESBURG PHASE II HISTORIC STRUCTURE SURVEY; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA:
THAT the City Commission adopts the City of Leesburg Phase II Historic Structure Survey, prepared for the City by GAI Consultants, Inc. The purpose of the project was to identify and document the architectural resources in the Phase II Survey Area of the City, and to evaluate resources for individual eligibility and eligibility as contributors to one or more potential historic districts, for both local designation and National Register of Historic Places (NRHP) eligibility. Florida Master Site File Forms were completed for 416 architectural resources.
