Subject:                      Resolution authorizing application for a Rural Community Development Initiative Grant in the amount of $75,000.

Staff Recommendation:

Staff recommends approval to make application for the Rural Community Development Initiative (RCDI) grant in the amount of $75,000 to carry out financial and technical assistance programs to eligible non-profit agencies for housing, economic and community development projects. 

Analysis:

The RCDI grant will be made to a qualified applicant (Carver Height CRA) that will provide financial and technical assistance to recipients (non-profit agencies) to develop their capacity and ability to undertake projects related to housing, community facilities, or community and economic development. 

If awarded, the grant will help non-profits carryout homeownership education, small business development, neighborhood planning and other initiatives that will help to redevelop neighborhoods and provide services.  The grant funds require a 50/50 match, and the program can be structured for a three-year period.  

Options:

1.  Approve the request to apply for the RCDI grant, or;

2.  Such alternative action as the Commission may deem appropriate

Fiscal Impact: 

The proposed grant application will require a $75,000 match from the Carver Heights CRA which will be funded from available loan proceeds as a match during the three-year grant period.

A RESOLUTION OF THE CARVER HEIGHTS/MONTCLAIR AREA COMMUNITY REDEVELOPMENT aGENCY AUTHORIZING  STAFF TO  APPLY FOR THE RURAL COMMUNITY DEVELOPMENT INITIATIVE (RCDI) IN THE AMOUNT OF $75,000 TO CARRYOUT FINANCIAL AND TECHNICAL ASSISTANCE PROGRAMS FOR NON-PROFITS AGENCIES; AND PROVIDING AN EFFECTIVE DATE.

BE IT RESOLVED BY THE CARVER HEIGHTS/MONTCLAIR AREA COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF LEESBURG, FLORIDA:

            THAT the Mayor and City Clerk are hereby authorized to apply for a Rural Community Development Initiative, whose address is  P O Box 147010, Gainesville, FL  32614-7010, on behalf of the Carver Heights/Montclair Area  CRA.

 THAT this resolution shall become effective immediately.
